    Abstract

    The dissertation takes into account the normative and institutional evolution of the Euro-Mediterranean regionalization process, and analyses its unfolding from a EU external action law perspective. The first part of the work focuses on new regionalism, and assess it as a form of institutionalized multilateral cooperation capable of addressing the multi-level complementarity factors that connect the two shores of the Mediterranean basin. In particular, the case for regionalism in the Euro-Mediterranean area is made on the basis of both the absence of regional integration amongst the third countries of the Southern Mediterranean, and the progresive developments of the EU as an external normative power that promotes multilateral cooperation across its proximity area. The second part of the research takes into account the Euro-Mediterranean relations’ importance for the progressive establishment of the EU’s as a trade block, as an Area of Freedom, Security and Justice, and as a foreign policy actor within the wider international arena. The thesis proceeds with examination of the different layers of governance progressively set up for the management of the Euro-Mediterranean relations. An in-depth analysis is conducted on the constitutional principles, policy objectives, institutional actors and normative tools upholding the EU cooperation with the Southern Neighborhood Countries. In as such, the work develops an impact-assessment of the level of regional integration reached within the Euro-Mediterranean space, and ultimately add the roots causes of the EU policies’ structural shortcomings in the area.
